Session Description

The Center on School Turnaround's Four Domains for Rapid School Improvement framework was designed to assist states, districts, and schools in leading and managing rapid improvement efforts. The framework shares, in practical language, the critical practices of successful school turnaround in four domains, or areas of focus, that research and experience suggest are central to rapid and significant improvement: turnaround leadership, talent development, instructional transformation, and culture shift.

The framework reflects the understanding that local context and implementation influence the outcomes of any improvement initiative. It further reflects lessons learned from the federal School Improvement Grants program:

  •  A successful school turnaround requires a systems approach with coherent guidance and support from the state and district to complement the actions of the school;

         and

  •  A successful school turnaround is more than the  initial jolt of bold changes in structure, authority, and personnel; it includes phases in which effective practices and processes are routinized and sustained.

Glen Harvey, Ph.D.
Chief Executive Officer, WestEd

Glen Harvey became Chief Executive Officer of WestEd in June 1997 and has led the agency's transformation to a mission-driven and quality- and impact-focused agency. Under Harvey's leadership, WestEd emphasizes performing the highest quality research-based work to promote excellence, achieve equity, and improve learning for children, youth, and adults. Harvey ensures that WestEd’s staff of more than 800 employees produce significant and positive impact, especially for those children and their families in greatest need. Harvey received a BA with concentrations in psychology and sociology and an MA in social and philosophical foundations of education from the University of Kentucky and an AM in philosophy and a PhD in philosophy of education from Stanford University.

Director of WestEd's Center on School Turnaround

The Center on School Turnaround is part of a federal network of Regional Comprehensive Centers, serving individual states or clusters of states, and seven national Content Centers. The Comprehensive Centers are charged with building the capacity of state educational agencies to assist districts and schools in meeting student achievement goals. Prior to joining WestEd, McCauley worked at the U.S. Department of Education where he oversaw the administration of the federal School Improvement Grants (SIG) Program. He helped to administer approximately $5 billion dedicated to improving low-performing schools across the country. McCauley is nationally recognized for his work developing, supporting, and monitoring SIG and other education improvement initiatives within the U.S. Department of Education.
