This paper discusses the potential and challenges of a “cohesive leadership system” which coordinates leadership standards, training, and conditions at both the State and district levels. The authors pose that the degree to which policies in all three of these areas are or are not well-aligned ultimately influences the success of schools, their leaders and leadership teams, in improving student learning. Effective coordination of these components, then, has the potential to both speed and make more permanent the benefits to the learning of all students.
